The difference between ordinary and extraordinary--is that something extra.
The housing market is starting to turn here in Vermont, and it looks like the bottom was hit in the fourth quarter of 2007. We are seeing an increase in the number of showings, and homes are seeing offers from local and out of town buyers. The Vermont Economy Newsletter reports that home affordability is likely to improve, and that housing prices will be relatively stable for the next several years. The housing numbers for 2007 show a 28% reduction in the number of housing permits from 2006, the 4th consecutive year of decline. Statewide the number of residential sales for homes fell 15.8% from 2006 levels.
The inventory of available single family homes in Chittenden County as of mid February is 518 and there are 277 available condominiums. There are some fantastic homes available, and with sellers adjusting prices to the current market, some buyers are buying at price levels we have not seen for several years. As the old saying goes, no one rings a bell at the top or the bottom of a market.
Mortgage interest rates have fallen with the 30 year zero point rates in the 5.75% range. With the Federal Reserve cutting rates significantly in the last two months and with more cuts expected, we could see rates in the low 5% range by the end of the year. I have heard from appraisers and loan officers that refinance activity have started again as those with mortgage rates above 7% move to reduce their mortgage payments.
